Watson, a sergeant of the Police Department of Cordele, Georgia, and a respected citizen of Crisp County, Georgia. The said reward of Two Thousand Five Hundred Dollars ($2,500) or any part thereof shall not be awarded unless the information furnished possessed such unique qualities that without the divulgence thereof by the person claiming the reward, the identity of the perpetrator of such crime and the evidence leading to his conviction would not have been readily ascertainable from other sources during the ordinary course of a routine investigation of the crime.
